There are quite a few drops like that which are in zones where you simply can't go on your first playthrough. They are mostly used for the actual useful good stuff such as EXE drive, increased credit drop and such, but also for some weapons, items and processors.

This isn't true. I was able to get Alloy Plates in my first run. However, you have very limited opportunites to farm it. You have to unlock all the zones and not initiate the boss encounter at the Deity of SIn battle. Then you can farm any material in the game beacuse you'll have access to all the materials from monster slaying etc. that you possibly can.
After double checking, I noticed you were right, but you can still lock yourself out of the alloy plates with ease.
For maximum security, it's best to go make the plan for add ennemies in the graveyard as soon as you enter it, I think before you even free the CPUs. Then you will be able to farm the plates, assuming the monster is not behind the event trigger, of course, in which case it would require to go for an ending where you reenter the graveyard as a dungeon. (Conquest or Unification endings are out of the window)
