I also had this problem on launch, unfortunately it took deleting the local data and reinstalling in order to fix.

Finger's crossed you are able to sort it.

what do i do now?

Whoops I jumped to the location of the '.dll', haha force of habit

Go back to 'NeptuniaRebirth2' and delete the '_commonredist' folder.

You can then verify the game integrity by right clicking on the game in Steam and going to 'properties' followed by the tab 'local files'. This should in theory redownload any missing files that Steam detects against the main branch (including the installation bits for DirectX that the game is looking for).

What if you do have the dsetup but it won't let you play anyways? Skill issue on my end or?
