Agreed, everything about Nepgear screams "main character", while Neptune can only scream "I'm the main character!".

I personally enjoyed Neptune as the main character more, but I still enjoyed Nepgear as the main character. I found her dorkiness to be pretty enjoyable, and she was a really likable character overall. I don't know if I would want her as the main character again, but I would like her to stay as a secondary one, kinda like Luigi in the Mario and Luigi games as an example off the top of my head.

I feel the opposite. Nepgear DID actually got on my nerves and one of the characters in this series I like the least so far.

Both Neptune and Nepgear are very good shujinkous (shujinkou means "main character") though, albeit for different reasons.

I personally just see Nepgear as an extension to Neptune's character, with the former's reserved personality serving as the perfect foil to her hyperactive sister. Neptune is also good at making the plot move along, while Nepgear only really acts on the suggestions of others and very rarely thinks for herself, which is a really terrible trait for a main character to have. Nepgear is perfect for complimenting other characters, but she's horribly bland on her lonesome. It even reflects in their battle roles; Neptune is more frontline oriented while Nepgear's true potential only really shines through in the backline.
