While it is possible to win on a first cycle in the 60s (you'd need to stack as much magic defense and ice resistance gear as possible, use discs that lower magic damage, and keep your men buffed as well as make use of Ram's "Ill tickle you" skill and stay spaced out enough that Magic's attacks don't hit multiple party members OR cause her to go into melee) you're really expected to lose that fight as without preparation she'll 1-shot your entire party.
If you mean the fight against her later on, any of the above defensive measures will help to make her vastly more manageable. For offense, you'd just need to build your EXEs and then try to unleash them all in one go if you're having trouble dealing any real damage to her.
You're basically relying on Superior Angels to cause delay and break the guard, and following up with Celestial Severance. And you have to keep one of your Candidates switched out for the majority of the fight because Magic will absolutely kill the person in front of her (or Nepgear at low health) every turn she gets. Not to mention Magic's high evade can cause delays even with +TEC on your side and -AGI on hers.
