can i start a game through my phone? or steam app?

first i would like to mention i dont have the steam app downloaded so i dont know if youre able to run a game through it.

i havent bought the game yet, but i would like to play it over a friends place for a party. i see maybe people stream it online through twitch and it looks really fun. i dont own any consoles and i found that you can play it on steam. but since im going to a friends place, i just wanted to know how will i be able to run a game? is there a way to host a game on my phone? or host a game through the app? can anyone give me the best option for playing this game.
