is the arkham series based on the animated series of batman?

i dont really pay attention to these stuff but i notice its almost the same artwork and for sure same voice actors from the animated series when i saw when i was a kid

Uh, no. It's a completely new Batman universe, much darker than the animated series. Although it does take some inspiration from it (and as you said, some of the voice actors are the same, but only Batman, Joker, and Harley Quinn).

It was based on the mythos comic book of Arkham Assylum. The storyline in this game is a spin off of those comicbooks.

The Arkham series doesn't draw from any specific Batman universe or mythos - it's just a standalone take on Batman as a whole, mostly inspired by the comic books.

And while the Arkham series' voice actors all worked on the Animated Series, both "Asylum" and "City" are clearly unrelated to the Animated Series itself.
