Putting Steam in Offline mode might work, but it's a poor solution at best. You lose all of the benefits of being online. My friends can't see what I'm up to. I can't see what they're up to. I'm pretty sure Cards don't drop offline, and I don't know about achievements.
Offline mode is NOT a workable long-term solution. The real solution is to fix the bug in the game.

They must to fix it. Also, I play with a logitech pad, all the controls are inverse. Y-X and B-A for the main buttoms. Another strange bug.
Just wondering if it could be some code left in an old save that is causing your problem.
and i've tried to send email to WB support, but it seems WB thinks its an issue from my side,
so please all of you that have the "No Network Connection" or "No internet" issue,
please send WB your emails, so that WB can know that there are more peoples experiencing the same issue as mine.
here's WB support mail, i got it when i was about to open a ticket on steam support :

my instinct tells me that if we don't do this, then WB will ignore this issue, and pretend that its our pc that is causing it.
and it will be like this forever.
i don't know if Arkham City had the same issue or not, because i haven't finished downloading it yet, because i have reached my download quota limit for this month.
so i can't test if arkham city is the same or not.
you are not the only one that can't activate their key, almost everyone that have boxed version, can't activate their key, besides, didn't someone said to contact WB, so that WB can give you a replacement key ?
i think that is the only way for now, unless suddenly WB finally give those key lists to steam database.
Which Logitech controller you have? I have the F310 controller pad, and to sync it with the controller mapping of the game correctly, I have to push the switch in the back of it: from "D" to "X," so the controller won't play inversed, I have to do this with a few other games from Steam, since they don't all support the Logitech default profiles. Check the back of your controller.
And no, the WB support does not hand out keys, that was just a standard support message from clueless people. At least nobody reported yet who actually received keys from them.

You probably want the r766 32bit version. I think I also had to go into the settings database and redownload a different profile, because the default one still had x/y and a/b reversed. But once that was done (and Version=1 added to the Options in x360ce.ini), everything works exactly how it should including diagonal d-pad which is a problem with other attempted solutions. I can't remember if I had to rename the dll (I know you have to with Arkham City) or not.
WB response:
"Unfortunately steam does require a constant internet connection, and if you are having connection issues we would recommend that you set your steam account to run in offline mode which will allow you to play the game without having to be connected to a steam server.
We will forward your request of a patch to our development team, however steam as a service requires a constant internet connection.
