This issue was basically as described in the OP. Trying to run the game would result in a prompt to install Microsoft .NET 3.5, but the installer would always crash and the game wouldn't start. Downloading the .NET installer from the web, enabling .NET 3.5 in the programs & features menu, nothing worked. What eventually worked for me was to install .NET 3.5 manually from a reference Windows 10 ISO using the command-line utility dism.

At this point, you should be able to run the game without the .NET installer popping up and getting in the way, but in my case I ran into an issue where the game crashed with a different error message stating that the proper version of DirectX wasn't installed. I fixed this issue by installing the DirectX redistributable in the game's install directory. Previously this hadn't worked because the DX setup exe depended on .NET 3.5, but with .NET installed properly, DirectX installed properly and the game began to work.
Hope this helps someone! Arkham City is a badass game and it's a shame to see so many people struggling to get it working.
I downloaded it, but don't know which file(s) to extract.
You need the dx9.0c legacy installer and the physx system software which is included with NVIDIA drivers, or installed seperately from the included installer or downloaded from nvidia.com

AND i had to search for a missing dll on internet
Old edit: So I found a way to fix it not mentioned before, go to this page:

and save the three files in the folder he mentions and voila! (not that the input file needs to be added manually because for some reason it saves it as input (1))
Now to see if this game is good and if I should buy the full version muhahahha
**EDIT**: It worked but now there are graphics issues, it has portrubing things that don't look like anything and I am out of ideas. : p
