net 3.5 error

I've recently bought the game, but as soon as I start it, a notification tells me that the game requires Net Framework 3.5 to run. I try to install it, but after a few minutes it gives me the error 0x800700c1. For days I've been trying to fix this error, but nothing worked; even the troubleshooting tool told me there are no problems or whatsoever. Furthermore, I also noticed that there is another update called "Windows 11, version 23H22". but I'm already on this version of windows 11. I really don't know what to do, as every single site gives the same solution, but not even one has worked so far, and I don't want to resort to "extreme solutions" like reinstalling windows. Any help is appreciated.

download and install the direct x component and then install 'Microsoft .NET Framework Repair Tool' - should fix you right up.

Unfortunately, it didn't work. The repair tool says: "The tool is unable to resolve the installation issue on your computer"
