No, you have to do that AND defeat all the enemies before the electricity turns on.
I find the the dual titans round to be the highest scoring one. It's how I got a 40+ combo.
Use the throw (X+A) when you have your combo takedown (x5) multiplier ready and throw them into the pit as its much faster than instant takedown ( Y+B).
Use the ultra bat claw at the start of the round to draw them in and get the combo going on knife guys without having to waste time stunning first.
On Rumble in jungle (extreme) I always try to go for perfect round 1 (combo from start to finish, with all 9 moves for all the points possible), and on a final round with dual titans you have to focus on taking them out first and countering thug attacks to at least make some smaller combos. When you mount one, use it to attack the other.
Ultimately it's all about practice so just play, beat the crap out of them thugs and you will nail it sooner or later. I know these two were the hardest for me too and took a moment to complete.
