They take care of stuff on a much smaller scale, too. They aren't the Avengers. They're more like an organization that handles logistic coordination than an emergency response team.

If we are considering KtJL canon here (and I don't, was a travesty) then I would assume Asylum was well before the Justice Leage was formed, maybe even before Superman or most of the other supers showed up and they met.

Just so you know, the post credits scene for Batman Arkham Origins does reveal the Suicide Squad being a thing if you pay close enough attention. Catwoman was also apparently a member of the Suicide Squad during the events of Arkham Origins Blackgate.

A major reason why Batman doesn't call in the Justice League is that Batman HATES delegating his Batman responsibilities if he thinks he can handle them on his own. He's stupidly stubborn about that. As all the villains in the game are ones he's faced multiple times before, and he knows how they think, he's able to stop them without much assistance. Oracle and Alfred are really all he needs.

Correct me if I'm wrong but they don't acknowledge any of the other super heroes in the DC universe, at least until Arkham Knight. It's been ages since I played Arkham Knight but I do recall some of the thugs talking about Metropolis but don't remember if they mention Superman.
