Help: I don't get the line launcher (Bug?)

I just defeated the two titans in the botanical gardens. After that I hacked the security door. Now I am unable to progress because I can't glide to the door on the other side nor can I use the Batclaw. So I looked it up online and Batman is supposed to call someone and after that you get the line launcher. This didn't happen for me. I restarted from the last checkpoint without luck, I am still stuck at the point where I hacked the security doors, but Batman doesn't call anybody. What can I do?
