Report a translation problem
The same thing happened to me a while back. It didn't give me an error message when I launched the game from steam but when I launched it from .exe file it gave me the error "Application was unable to start correctly (0xc000007b)". After that I saw a video on youtube which told me to delete the xinput1_3.dll file windows32 folder as well as SysWow64 folder and then reinstall directx from microsoft website. After that it started working good. But make sure that you create a restore point before trying to apply this fix in case something goes wrong. And let me know if it works :)
The window just pops on the screen and closes immediatly, it even appears in the task manager if i open it before opening the BmLauncher, but it just closes itself.
1. Select game in Library, right-click Properties > Local Files, Verify Integrity of Game Files.
2. Select game in Library, right-click Properties > Updates, Automatic Updating.
If you run Windows 10 or 11, did you install the legacy redistributables from the game folder that W10-11 lack?:

Is the game allowed in your antivirus settings?
Arkham Asylum requires cloud sync enabled in order to launch, even if sync is enabled on the general Steam client. Make certain that your game is cloud synchronized; from the Library page right-click on Batman Arkham Asylum GOTY Edition and select Properties > General, then click the tickbox that reads: Keep game saves in the Steam Cloud for Batman Arkham Asylum GOTY Edition.
Shadows, lighting, textures, bloom, blur, etc. Just changing them from "True" to "False" already solved my problem.
