Report a translation problem
1. Locate DefaultEngine.ini: Steam \ steamapps \ common \ Batman Arkham Asylum GOTY \ BmGame \ Config \ DefaultEngine.ini
2. Open DefaultEngine.ini with NotePad
3. Locate "AllowD3D10=True" and change True to False
4. Save file and restart computer
Also, if you're verifying games, make certain they're patched:
Select game in Library, right-click Properties > Updates, Automatic Updating.
I've done these steps and they haven't fixed it. There's also a glitch where my progression went from 19%-1019%.

Both verify and patch if needed, then test the game:
1. Select game in Library, right-click Properties > Local Files, Verify Integrity of Game Files.
2. Select game in Library, right-click Properties > Updates, Automatic Updating.
If no improvement, let's make certain you have all the redists that W10 lacks, starting with those from the game folder. Disable both PhysX and DirectX again just to be safe, and restart your computer after installation before testing the game:

You state the game is on the HDD; assuming Steam is on a main drive? If you can spare the disk space, it would be far better to get both Steam and the game on the same drive. Other than that, make certain Steam Cloud Sync is enabled, not only for the general Steam Client but on the game itself. Select game in Library, right-click Properties > Updates, then click the box that reads: Enable Steam Cloud Synchronization for Batman: Arkham Asylum GOTY Edition. Let us know your results.
