After defeating his henchmen you need to pull him down with the BatClaw when he turns his attention to the helicopters. If he's still not attacking you, reduce your screen resolution from inside the Launcher. There's known issues with high screen resolution and interactive events, collision objects and texture registration:

I had this. He said the line about tangoing and stuff then just stood there. No henchmen or anything. I restarted from checkpoint, got a cutscene with Jack Ryder that hadn't played the first time, then Joker started attacking and it went as normal.
