Wuthering Waves

is this game worth playing if you aren't willing to spend money?
not a big "gotcha" game fan but i've seen a streamer playing this for a bit and it did seem pretty fun. I love souls games and any good action rpg with good combat, so if this game has good combat and i'm not trapped behind a paywall to progress then i'll happily try it out.

You can play the game without paying, just do quest, farm and pull characters if you needed only or to build teams.

But overall for me haven't spent anything and able to get 5* weapons and characters, a well built 4* team can do well.

Since you love Elden Ring, I would like for you to play Danjin. She is a 4-star character, so she is easy to get.

Psa, even with skipping all cutscenes i could, it took me 13h to complete main quest and start the actual game.

Also dailies are pretty quick so you can do them while queueing in competetive games.

Short answer is "Definitely Yes!"
Very easily but it will take time. You can get enough characters with the currency given but like all gacha games, they are on rotating banners so you have to plan ahead. Character and account progression is also heavily time gated as well so expect a slow burn. If you go hard on it at all once you will hit a wall but if you instead chip at it ( while doing trying to do dailies if you can ) progression should be steady.
To be honest, 90% of the player base are F2P or low spender that pay around $5 a month for the monthly sub so they could grind less.

The premium currency from top up in game are best used for skins at the moment.

All the other pack are terrible in value. You could spend up to $200 and the game would not give you anything.

WuWa is basically a grinding game, doesn't matter if are a paying player or not. Unless you are a very big whale who is willing to spend about $500 every time a new character come out to avoid the grind.

This game is designed to keep you here playing daily and looking forward to new contents every month.

if you can pull one of the top tier damage dealers yes. if you're unlucky then either reroll or spend money to make it worth it.
It's not a souls-like at all, it just has that tag in the store for some reason.
