If I want to play it on steam, is it possible to link my account (Kuro Games) with steam and keep all my content or I start from scratch?

The login interface is the exactly same as other platform, you can still login as you did before to the same account.

I just uninstalled from Epic and reinstalled on Steam. Logged in using the same email and kept all my progress and content.

For now, there's no way to associate a Steam account to an existing wuwa account, if that's what you're asking.

You can play with your existing WuWa account to Steam version of Wuwa account just log in using the same email and password you are using on the stand alone version, all progress are saved no need to start from scratch.
