Cannot launch the game, please help!

Hello, I recently bought this game and it just won't launch...it stuck at "trying to launch the game" forever and nothing happens.

I have also tried the "set-up/configuration", a progress bar showed up but there was no progress showing...after a while it changed to "trying to launch the game", and error code 16 popped up: the server is too busy to handle your request. I did not use VPN or Anti-virus.

I am currently using windows 7.

I have searched the forum and tried multiple solutions, none of them worked for me. The followings are what I have tried:
1. uninstall the game and download it again, also tried shutting down the computer, not helpful.
2. tried running the game as administrator, as well as right-click on the icon, under the compatibility menu-->setting it as administrator, not helpful...also tried compatible mode, no luck.
3. reinstall the windows system and install the game on C: drive, no luck.
4. changing the screen resolution
5. verified the integrity of the game

I think I pretty much tried all the solutions on this forum but nothing really worked for me. I don't know what else to try, please help!

Change your desktop resolution to 1024x768. Then choose the setup option from Steam. The video configuration tool will display after a few installation processes. Before continuing, change your desktop resolution back to normal. You can then play the game after finishing setup.
