Game fails to start (FATAL ERROR in Vertex Shader compilation ShaderName: sha_ca)

ThinkPad T420 Type 4180-F86, virgin Windows 10/Steam produces the error screen on the title and the game does not start.

If you face the very same issue, you have to install DirectX End-User Runtime Web Installer:

It fixed the issue for me.

I want to flag that it would be nice to have them installed automatically by steam.
