You need the Amulet of Royalty from the man in the southwest corner of the Laetus Keep map.

Are they supposed to be in this corner with the skeleton, or around the building with a spire?
I'm not seeing any NPC or other bodies around there.

I found this skeleton, but it has nothing. It is also unclear what to do with the dragon.

Talking with folks on the Discord, this seems like a game-breaking bug at the moment.
The NPCs that are supposed to be at the building in the South-West corner of the map just aren't showing up for some folks.
And then the person they send you to find is also absent for other folks.

In my case, the NPCs at the building are missing, but the person they send you to find is present on my save.

This is really a bug. If you start a new game and skip the first location, you can simply go to this place and 2 NPCs will appear there. I didn't have a character on the quest, so I just killed him and took the amulet from the box.

After fix the old man, he appeared and his quest can be completed in the cave.

The npc didn't spawn for me in the cave so I just killed the old man. Am I missing anything cool, story-wise if I did this?

Do you need the ring from the forgotten temple? I can't pick that one up either.

No I wasn't able to pick up that ring either but was still able to finish the game. You just need the ring of fog and the moonlight sword (from the 5 pieces)
