In The New Order all soldiers serving at the restored medieval castle of Deathshead's Compound in 1946 had to wear these backpacks because they risked being shocked by the Baltic Eye's electrical cannon patrolling the beach. If you pay more attention to the very first level in The New Order you'll find warning signs in the bunkers asking personnel to always wear the protective gear before going outside. I have no idea what purpose they serve in The Old Blood, but probably something similar.
