Do silent stealth kills work for Heavy Soldiers?

I approached a Heavy Soldier from behind, but wasn't able to do a takedown.

As far as I am aware, and I have tried with knife and pipes in hands many times, you cannot. If anyone knows better then I would like to know how to achieve this.

The closest thing to it would be to use your silenced pistol to rapidly shoot the tanks on his back while he is facing away from you, but of course nearby enemies will hear the ensuing explosion. Usually, I'll kill everyone except the heavy soldier and then do the silent pistol fire on him; at least that way I can conserve health, shields, and ammunition.

Clear the room of normal soldiers first with pistol and pipe. Bust out the Bombenschuss, and lay a headshot on the Heavy.
