Chapter 1 Characters
In the prison, chapter 1, I have all but 1 character.
It's the second character, and I am unsure how to get it, I have done the Nightmare level and collected all of the Old Silver, and gotten the character from it.
Any idea what one I'm missing?

do you still see the missing character after you start the chapter? (press J, i think)

Seems like you forgot to "talk" with agent one after his death

I managed to find it, it was a random guy in the prison. Thanks for the help anyways.
