underwater locked room

So I translated some cypher from a computer and it told me the location of other 4 cyphers for a 4 letter code. I found 3 of them already. But I can't seem to find the "underwater forgotten room" the computer is talking about for the fourth one!

If you have the hidden rougth map like me, you can see that there is a 2 space high room left to the propeller upgrade room. I went there only to find out that it was locked by red dash blocks, but you can't dash underwater!

I'v tried everything I thought of, but I can't get in that room!

Could somebody help me please?

I'm gonna let you know now that that area in the Underwater sector isn't relevant/related for the 4 letter code. It should open up after defeating a certain boss (and the game should hint as such shortly after).

As for the location of the final clue, can you remember any areas in other sectors that were underwater?

Like in the Temple sector?
