According to the document you posted here, it is false that developers need to ban unused keys. They need to request a list of UNSOLD keys and ban them. 2) I've seen you say multiple times (here, in a review, on Twitter) that they are breaking a Steam rule by not notifying you of the game's removal here. Well, this statement is also false.
