As far as I know, a dev needs to wait a while between one sale and another. As this game was on sale recently, I believe it is impossible to put it up again.

However, on Twitter, the developers' page said that they would stop being the game's publishers on December 1st and are still listed as publishers.

they announced it on Twitter to remove it next day, 4 days later it was removed. 2 Day AFTER the removal they announced it also here on steam

Well, Eneba is still a possibility. As it has only been a short time since the game was removed, it is possible to find it on key resale sites for an acceptable price.

I have analyzed the content you sent and have a few points to add.

1) Developers are no longer selling game keys, they don't even have the rights to do so. Currently it is possible to buy a key from a person who has already purchased it and just hasn't activated it.

According to the document you posted here, it is false that developers need to ban unused keys. They need to request a list of UNSOLD keys and ban them. Currently there are only key resale sites with the Galaxy of Pen & Paper and resale implies that the keys have already been sold previously, not meeting this obligation.

2) I've seen you say multiple times (here, in a review, on Twitter) that they are breaking a Steam rule by not notifying you of the game's removal here. Well, this statement is also false.

In fact, it is in the rules that it is necessary to inform users of the removal of the game from the store. However, at no point does it say that this announcement needs to be made on Steam.

And the developers (former publishers) WARNED on X (Twitter) that the game would probably leave stores (not just Steam but others), meeting the criteria established in these rules.
