At the moment, that is correct.
I've been playing Co-Op via the steam sharing thing and its pretty fun. In a game like this, only 1 person needs to be controlling the game at any time anyway so it works out pretty well

but also, you all take turns taking control. So everyone is technically in control at the same time but the way you play it is everyone chooses a character(s) they control then when its that character's turn, you let the person who controls them make the moves. Like Divinity 2
