I don't think this is something that can easily be modded in.
I really don't know. If you really live in Japan, you need to find the JP equivalent version of this game if exists. Otherwise, it's something that Steam regulates region purchasing.
Out of curiosity, I've checked the Language tab for specific game settings and... yeah, this version do not include Japanese language. It has been years since its release and devs wouldn't care much about adapting JP language from consoles to PC. If anyone's willing to create one, it would take a lot of time (or modders will scrap the idea of translation) to figure out how to mod something like messageinfo.bin.xfbin.
Note that I have some skills in UNS modding. Changing text (and also font) isn't as easy as other moddable games as the challenge will be keeping the filesize of messageinfo.bin.xfbin file. Expanding or shrinking the filesize of it will crash the game; I've just tried it; it's trial and error. You'll never know which one that breaks and which one that doesn't when you mod the game.

Honestly, I'm not the only one that asked for that feature ever since Ace Combat 7 was out. Even GTA V has ability to choose the language you want, including Japanese.
TBF, the reason this game only offers Japanese audio but not with Japanese UI and subtitles is probably because of region restriction and platform exclusivity. It's one of the two.
