How do I do tilts?

So, I've played this series for a while, but I've never understood what it meant by "tilting" the left stick with an attack, like with Itachi's crow attack. Anybody know/can explain it simply? When they finally fix the friggin' crashes, I think it would be useful to know how to do this.

I believe what you do is basically "flick" it. Just push the stick in one direction and release it immediately.

hit the stick and press circle/b immediately after

[SAWR]

tab movement stick in any direction (same direction is easiest way) two times.
