Probably to make a difference between his Rinnegan and the normal ones, after all, this one's got a bit of Hagoromo's/Indra's chakra.

Cause it's that way in the manga. It may be to denote that his is stronger than others as kurama compared his skill and power with the rinnegan to hagaromo's and sasuke only has one. Just think of what would happen if his right eye were also to evovle into a rinnegan it's likely even hagaromo wouldn't be able to stop him.

all rinnagans have that , indra and ausra chakra brings out hagoromos chakra which unlocks the rinnegan .......madara explains this .

He never said it gave a Hagoromo-like chakra to the user, in fact, what does that is transforming himself into the Juubi Jinchuuriki.

Ohkay, that doesn't really make sense for me but it's an undeniable fact.
Then Sasuke's rinnegan is probably different just because of yes, without a specific reason, I guess.
