2- Update the lastest version of directX and GPU driver.

how do I do 2 and 3?
2 : install latest version of directx :

To install the latest version of your GPU driver, you need to go the support page of your graphic card builder (NVIDIA, AMD, Intel, etc).
3 : Check out this :

The game installed Microsoft Visual C++ Redistributable Packages 2013 during its installation, you can try download that again and reinstall it from microsoft or :

If it still doesn t work then download Microsoft Visual C++ Redistributable Packages 2015 from the link i gave you above and install it.

I should ve checked out that gpu specs first, sorry my bad.
It seems Delta won t be able to run Storm 4 game.
If you already tried the steps i posted above, then try this :
- Go to config.ini and open it with notepad program and put V-Sync value to 0
- If you have an NVIDIA card, open its control panel, manually set V-Sync to ON (not on application or off) and change mode for high performance; neglecting to do those steps, especially in the case of owning NVIDIA card will make the error appear over and over.

I have the same error. Tried doing all said above with no luck. My graphics card is nVidia GTX260. Does it support the game?

Sorry but it seems GTX260 doesn t support directx11, so you cant run the game with that graphic card. You can try to install this game in another PC with a better graphic card.
