Didn't receive Boruto or Sarada.
I thought maybe they were unlockable characters after you finished story mode. No dice. So I thought maybe they were unlocked after completing adventure mode. No dice. Finally when I finished everything and didn't have them still, I looked it up. It turns out they're pre-order bonuses. You can only get them if you pre-ordered the game.

However, I DID pre-order the game. I purchased this game on Steam before it was actually released. This SAME EXACT THING happened to me when I pre-ordered Batman: Arkham Knight in order to receive the Harley Quinn DLC for free. First they didn't release that dlc. Then they removed the game from the Steam store. When the DLC finally DID get released, I still didn't receive it. Even after calling and talking to a representative of the company who made the game, and they assured me that for my troubles I'd receive Harley Quinn AND Batgirl's DLC for free. Still nothing. So I refunded that game.

Now this is happening. I'm not going to let this go this time. I bought this game before it was released, therefore I want my pre-order bonuses. How do I fix this? The Steam support link just keeps giving me an error message

Should be pretty easy to get sorted out. Just take a screenshot of your transaction history where it says "Pre Purchase" for this game. You'll have to send it to support though. Nobody here will be able to fix anything for you.

I wonder if there is a mod that unlocks Boruto and Sarada if you didn't pre-order the game.

Where do you find where it says "pre-purchase"? I'm not seeing that on ANY of my pre-purchased games.

Go to account details and look at either "purchase history" or "licenses and product key activations"

Wow... that could be the problem right there. It says I didn't purchase the game until 3 days after it was released on Steam. That's completely wrong. I bought it the day before it came out (the 3rd). Could it be a problem with the credit card or bank?

Go to your Library, click Storm 4, scroll down until you see DLC and make sure it's checked.

That could be an issue. If you still have the confirmation email from steam, that could prove you pre-ordered.

I don't. But I doubt it would help, because it would probably just say the same date.

This is one of the reasons people pirate games. I should've just got it illegally.

Well, if you did actually pre-order the game, it's not like Steam can alter the email receipt to show a later date. Or the timestamp on the email itself.

I don't have the email anymore. And my Steam account transaction page says it was purchased on the 6th. Maybe I'm misremembering? I could have sworn I purchased it before it even came out, but I can't prove it, so there's no point in trying.
