It's actually a part of strategy. You take those costumes online and it serves as a distraction while you get your combos off.
As for the Shinobi Striker... I played that game but there are no skins having that kinda thing unless you mod it in (which is nigh impossible since it's an online-based game anyway and you have to make your own assets using Unreal Editor 4).
Check my profile. 193 hours spent on Shinobi Striker. And I'm still playing it.
Also, yeah, you could mod it in (as opposed to adding or replacing models, that is, or... guess what? Data manipulation), only if you know what you're doing.
