Keep in mind, mostly only costume mods will work in online as anything else usually crashes the game (i.e custom moveset mods) while loading into an online match. Other mods that also work in online include sound mods (i.e background music replacement, etc.)
Most mods come with a readme file with instructions or have a guide on how to install them on their description page, but I thought it would help if I explained installing costume mods here, for the off chance that a mod you wish to install comes with no instructions:
Inside the "NARUTO SHIPPUDEN Ultimate Ninja STORM 4" folder (the game's main directory) create a new folder and name it "data_win32", (without the punctuation marks) create another folder inside the "data_win32" folder and name it "spc". The spc folder is where you will place texture/model swap mods in their .xfbin format. If a costume mod that you download comes with the data_win32 and spc folders pre-made, you can simply ignore them, copy the .xfbin files and paste them into your own spc folder.
Feel free to reach out if encounter issues or have any questions.
