2nd and 3rd Hokage Ultimate Jutsu

Why does 2nd and 3rd Hokage in my game not have their new ultimate jutsus? (ie. Tandem Paper Bomb)

I know, but the Ulti's are not available to select.

After you choose your team you have to select them through the window that appears.

To change their jutsu/ultimate, they MUST be the first character you pick.

Ohterwise, their jutsu and ultimate are the pre-set ones.
