Cheating?
So I played this guy, and he had a Hashirama Senju support with a skin that is unavailable in the game for players, and with a justu that instantly broke my guard everytime he used it... It's sad to see people using these "Cheats" or whatever, I don't know what it is. Where is the fun in that, huh?

Yep, these people use "roster mods" that unlock boss mode characters, skins that were removed from the game, and pirate DLC. If you find anyone using these mods, take a screenshot during the game and find their profile, then report them for cheating.

What Jutsu ? can you show us Video of the Fight ? MOD doesn't mean necessary a Cheat don't mix please.

Using mods in online battles is prohibited nonetheless right?
I don't have a video of the fight, but basically, it was Hashirama's Shadow Clone Shuriken Jutsu, but the shurikens would instanstly break my guard.

Find their profile by googling their name or using the Steam friend search directory, click "More" and click "Report for Violation". Then choose "Suspected Cheating" and use the screenshot from Steam (You can get the URL from Steam easily) as proof.

There isn't any anti-mod or anti-cheat engine like VAC games have. CC2 doesn't do anything about these players, to my knowledge, your best bet is to just avoid playing with them in the future.

Yes they can, if you have video/screenshot proof of cheating and report their profile, Steam's moderators can ban them.
Just because the game doesn't have the automated VAC system doesn't mean they can't ban you for it. Just like how the automated copyright system on YouTube does not prevent copyright holders from manually claiming a video.

Bandai can still ban people from incoming connections. :steamfacepalm:

Also you're misinterpreting the text. By insecure server, it is referring to games in which are VAC-protected, but have "exception" servers that allow modders and people who have been VAC-banned on the game to join. As you've said Storm 4 isn't VAC-protected, that rule about Steam not being able to ban people is irrelevant. People have been banned here for cheating.

you couldn't be more wrong, if you want to get anything done you have to report it to cc2 as it is their servers

steam/valve will do nothing
