Report a translation problem
When doing the double jump technique, I always jump right when I see a chakra dash and jump for the second time when they release it (or right before if it looks like they're doing a full charge because those don't go in the air).
In terms of jutsu vs UJ, it could be multiple things. It could be your controller buttons being too sensitive, the buttons pressing twice because it's dirty and needs to be cleaned, or you could be mashing buttons too much. If you see yourself double pressing in a bad situation, a temporary workaround is to back dash (While inputting a chakra dash input, hold the left analog stick in the opposite direction your character is facing.) to remove the UJ property without being forced to block and possibly have your guard broken. Another workaround can be doing a leader switch if you're in a team battle, but I won't give away the exact strategy on how you should do the leader switch and let you figure out good ways to leader switch when you're not doing an attack.

In terms of substitutions, they're technically not vulnerable during that sequence since logic would say they'd substitute out of the range of whatever attack they were in and blocked or did something like that, but most people online won't sub out of the way or block out of sub, so you can capitalize on this easily. Sometimes if you do a jutsu, they sub back into it which is hilarious. When you substitute, you can press a direction on the left stick to change the direction in which you're substituting, so use that to your advantage to evade. If they're comboing (or skilled enough to rush you in any situation, which may happen), you should always hit RT right after LT and hold it. This way you're blocking right after subbing.
You can follow them, but they're usually for entertainment and they aren't meant for competitive analysis.
In this example video I've posted, look at how Usuratonkachi is playing and analyse what he's doing. What I do in the video is what we consider "B-Mashing", so follow how this other person plays for how to handle those guys.
