Ranking System Question

To get right to the point, how does the game determine when to rank a player up? I'm of course talking about in Ranked.

I'm a Rank 11 Chunin Subleader (149 wins, 4 losses) and it feels like an eternity since I last ranked up, and I haven't lost in a good while.

You're the unobservant one here. You have no mouse next to your name showing you own the game and have a private profile. I have no reason to believe you have the game without seeing your library nor the mouse next to your name.
