You gotta buy em, Road to Boruto expansion doesn't include them, you need this https://store.steampowered.com/app/1142330/NARUTO_SHIPPUDEN_UNS_4_ROAD_TO_BORUTO_NEXT_GENERATIONS_Pack/
If you already have that try unchecking and rechecking to force the download.

Go to the game's properties and check it on the DLC tab. If that particular DLC is unchecked, check it. Then click OK. Verify integrity of game files after that and Steam will download missing files required for the DLC you bought to function.
