If you can't run the game, its because your machine isnt made for gaming.
Most modern Intergrated graphic options will also run this game.

In short the games textures arent the issue.

They are machines. Most textures in this game are between 512x512 and 1024x1024. You cannot (and should not want to) lower their resolutions in-game. You can disable things like Vsync, Anti-aliasing, Motion Blur, etc. to improve performance if you're having issues.
