Yeah, that was kind of low from publishers side..
I guess these characters will be released with DLC "Road to Boruto" in Feb 2017, but I think they will have different moveset.

Naruto hokage and sasuke wanderer/adventurer are mentioned somewhere inside the news at official homepage. They also become players with new, or at least slightly varied movesets, though, instead of merely outfits.
