request for refund for standard edition, and then make new purchase for complete edition

No option as of now, possibly closer to release or shortly after.. As Johnny said, request a refund before release and buy the complete edition as there is no guarantee they will add the option.

the steam page does show the game has "in app purchases" so you should be able to upgrade after launch
