I got it on the PS5. The skins are actually provided for free, the DLCs are actually the Stellar Blade™: Twin Expansion Pack:
Stellar Blade™ x NieR:Automata™
Stellar Blade™ x GODDESS OF VICTORY: NIKKE

so just different characters nothing story wise? like a expansion

Same character but extra stuff NieR:Automata gets you another shop and you need to hunt for items to buy the items in the shop that will get you the NieR:Automata skins which many gamers like a lot and the other has another extra boss or 2 bosses for you to fight and more skins.

Stellar Blade™ x GODDESS OF VICTORY: NIKKE has 1 full new game mode, 2 new bosses, 6 new outfits , 2 new pets and a new character
The nier dlc adds to the cosmetic hunt, the nikke dlc adds to that and some other stuff too. With like 100 different outfits, getting skins is a big part of the fun.. like collecting pokemon. If you really don't care about any of that or assume (rightfully so) that you will find enough skins in the base game then the standard ed. is prolly fine. The nikke dlc + standard will prolly be $10 cheaper than the complete ed. I considered doing that since I never buy skins but the nier ones do still add more stuff to find in the world.

What really swayed me though is that mods might use some assets from the dlc and that I, personally, like the idea of giving extra money to a game some groups would vilify. You do you. The smartest thing, objectively, would be to wait for release and do proper research and you only miss the preorder skin.

I got my complete ed already though.. I've never played SB but the combat looks great and I might as well also play dress up.
