It's also speculated that the altered costumes will be included now as a previously altered costumes was seen uncensored in the new trailer.
My suggestion would be to just pre-order the game on Steam, and if yuo want to back out later or wait on reviews you can do so with a refund. There's no risk in pre-ordering directly on Steam.
Or even have some secret config...it's on PC, they can't hide anything like the PS5 version.
However it would be reasonable to expect minor changes. And if there are changes… Whenever or not those changes count as censoring the game or not is probably subjective.
If you don’t care about pre-order bonuses then winning strategy is always to wait for reviews and feedback from gamers before buying. You can according to Steam policies iirc refund the game if at launch there are issues as well. And then wait for sale.

Unfortunately, the fact that those outfits have had changes, specifically to add a modesty filter and they are still there now constitutes censorship and is in the literal definition of censorship.
Adding costumes later, even if they are skimpier, doesn't change the fact that some of the originally intended outfits are no longer there, it is an act of contrition.
Not sure how not doing the same censorship on PC means the PS5 one is not censored bro, but clearly I am not gonna change your mind, so I'm happy to agree to disagree, unless you want disagree to that as well
