They do, but Sony must have exclusive publishing rights for Stellar Blade, while being the deciding factor of where it can ultimately be released. Maybe Shift Up can convince Sony, but we'll see.
I was actually surprised that Sony was even publishing this on Steam, and thought for sure Shift Up for have self-published, which makes me think they can't. I really wanted Shift Up to publish this without Sony, but I guess they didn't have the cards to do so.
I'd expect the next game to be multi-platform from the start, at least with PC, and Shift Up being the publisher, again, at least on PC.
