it's not about brains. Shift up is, or was, a mobile gacha game developer, they never did something like stellar blade before. they wanted to release the game on all platforms but lacked the know-how to make a console game, sony gave them technical support in exchange for timed playstation exclusivity.
The first Stellar Blade is so good because it's a throwback to a bygone era of gaming. Nice gameplay, well optimised, no patronizing writing, and you unlock stuff simply by playing.
Just launch the game, immerse yourself in the world and enjoy it.
Now that Shift Up had their first success and are a publicly traded company I feel like they'll quickly get up to date with modern practices, aka micro transactions, in-game store, season pass, mandatory "social" online features, toned down fan service, and the list goes on.
If we take this PC release as a first taste of things to come the signs are already here: DLCs not included with the base game as that used to be for PC releases, hiked up price, region locked, Denuvo included, time limited bonuses with the Nikke collaboration (FOMO!), and bonuses gated behind a PSN account link.
Part of me hopes all the bad stuff is due to the influence of PlayStation Publishing, but I'm not holding my breath.

If it is a new installment, I hope they maintain the original game’s style while transitioning to an open-world format. The story in Stellar Blade felt too short—the gameplay duration didn’t justify the price tag. After watching many reviews, I worry that if they don’t innovate, competitors might surpass them.
I also hope they continue using Unreal Engine 4 or develop their own engine, as this would make modding easier. Overall, this is a discussion for 2027.

Personally I think a sequel offering more of the same but with polished visuals, more enemy types and more fun builds to play would be a home run.
I really hope they do not transition to a full open-world though, the formula is really tired and nobody except maybe Nintendo and Elden Ring seems to have offered something interesting in that genre lately. I'd rather have a more focused and action packed sequel than another empty field.
This said, I really hope that wouldn't be published by Sony.
It's not, never was AAA game but AA. The game in every aspect relate to old PS2 era - that's why it's so good. SB1 needed 5 years only because it started as fan project with very small team. Developing SB2 and other stuff around SB should be now alot faster.
