In other words, if there was only a single package to sell inclusive of DLCs, there won't be another one without DLCs.
Why are you talking about the currently purchasable DLCs? What made you believe that those would at some point no longer be available for purchase?
OP is not askin whether you can pre-purchase DLCs.
OP is asking whether you can later buy the "bonus" DLC you get for pre-purchasing.
