Only you can decide, but it's ~30-50 hours of gameplay and there's some replayability if you want to do a New Game+.

You can get a better price for it on greenmangaming, which is a trustworthy platform for buying steam keys. I think it's 10% off. The main downside to this approach is once you get the key, there's no refunds.

If you buy it directly from steam, you'll pay full price, but you get the safety of their generous refund policy.

I'd say base game first, complete NG and if you like it upgrade to the complete edition when you go in for NG+ hard mode (hard mode isn't required though). Unless the 25 new outfits have V2s then you might want buy the complete version to get them on NG+ instead of NG++.
