They're not the publisher. These things are not handled by them. This is on Sony.
If that's the case, then it should for sure be a mistake.
While the game technically does not require a PSN account to be played, Sony seems to want to push it for optional stuff like costumes anyway since the game requires a linked PSN account for the Planet Diver suit as advertised on the Steam Store page.
My guess is that this alone is already enough to region lock the game in any region where it's not legally possible to create a PSN account.
The blocked countries are pretty much the same across all Sony games where PSN is involved in any capacity, be it required or optional. Just to name a few examples:

Not sure if it's Sony doing it or if it's just a Steam policy after the whole Helldivers 2 debacle, but it seems that any potential connection to PSN will lead to this.
And as soon as the pre-orders opened up, it was blocked :/
Classic Sony. I guess they don't want my money.
Going a step further, I hope Sony stops being stupid and drops the region lock from all of their games, but that might be a tall order on my part.
