If I'm not mistaken isn't Arrowhead still considered a third-party company? Or did Sony buy the company after Helldivers 2? Because that game was one of the first to do the PSN requirement on Steam.
Either way, as Sony is the publisher they get the final say in whether or not it requires a PSN account. So even if Shift Up is not owned by them it won't matter in the end.
psn means unavailability regardless of multiplayer or singleplayer
