I had to program a couple of tools, because the tools out there weren't enough. (in concret, the hca encoder out there was generating invalid files for this game due to a little issue).
I don't expect the PC version to be any different to the PS3 version regarding sound files, so you can be sure of one thing: there will be music mods since day 0 of release. I will post the instructions and the extra tools when the game is released on PC. In the meanwhile I will polish it a bit.

Well, I can already tell you that the process won't be exactly easy. To begin with, all music tracks in the file BGM.awb are divided into 4 mono files. One for left channel, another for right channel, and two low-volume versions of the previous ones, and it is like this for every track there. (I don't know if they will change that for PC).
So Audacity will have to be used to separate your stereo mp3/flac into two mono wav files, one for each channel. And then, to create the low-volume versions of those, you will have to use the amplyfy function of Audacity with negative numbers.
In addition to that, the process will involve the use of a lot of programs:
- CriPakTools, to extract the file localize.cpk
- A tool I just made today, that I callled afs2tool, to extract the HCA tracks from the BMG.awb file (or the other awb files)
- (Optional) hca_decode to convert the extracted files to wav so that you can listen to them and know what you are replacing.
- PES Media Converter, to convert wav files to HCA.
- A tool I made today called hca_ciph_change, to fix the HCA files created by the above program (otherwise garbage would play)
- Using again my afs2tool to create a new awb file, and to fix the acb file with same name.
- Repacker CPK to create again the file localize.cpk. My tests suggest that the compression option of that program must be turned off or it will corrupt the cpk (at least in the PS3).
But it is not as difficult as it sounds, once that you get used the process becomes easy.

I really tought it could be something like convert the music file from MP3 to OGG or something hahaha
But from your posts about musics,I guess we know who will be able to make some awesome classic music mods? :)
The musics from this game is so generic...really.I really want classic music from the anime..but just the concern of sad or not fitting musics at some times.SS has amazing musics,but there are a lot of sad musics also,that would work only in the right moments.
Have you tried to modify the songs in Dragon Ball Xenoverse?

TL;DR: My tools and my method will likely work on Xenoverse, without any change.
Sad Brothers or Tears of the Sad Heroes for Seiya/early arc or Asgard, especially Shido and Bado. The Saint Seiya soundtrack has to be the richest and most elaborate I have ever come across, and it is so darn good. I have all my .mp3s ready to go if moding is possible.
One wish would be to have the opportunity to at least include Abel and Frey from the first two movies. Abel's Harp Theme is fantastic.
